The Parish Council Meeting was held in the Chapel at 7.30pm
PRESENT:
Mr M Baddeley, in the chair, Mr S Burgess, Mrs R Clark, & Mr R Pearse.
IN ATTENDANCE:
Mrs M Pearse, Parish Clerk, Councillor R Watson and thirteen members of the parish.

Mr D Parsons, Mr G Salter, Mr M Newport, & Councillor J Williams.
PUBLIC QUESTION TIME:
Commenced the meeting. Subjects discussed were:
There is still a need for parking at Church Close.
Wrong road closure information being printed in local paper leading to misunderstandings with Half Moon clientele.
Gadd Bros £3000.00 settlement with Highways considered derisory.

2004/34 MATTERS ARISING:
1. The Clerk again askd for written confirmation of ownership of the Millennium Stone for the insurance.
2. Mrs Clark had investigated the alternative ro ROSPA and found that Somerset Playing Fields Assoc. ran their own scheme - it was necessary to be a member (£10.00).
After discussion it was proposed by Mr R Pearse and seconded by Mr M Baddeley to join. The forms were duly completed.
3. Millennium Balance Sheet - A copy had been forwarded to the Chairman and is now in the Clerk's minute file. It was suggested tha balance sheet should be made available annually for two
weeks got public scrutiny.
4. SCC Meeting with Parish Councils - 4 questionnaires returned but no-one was available
to attend owing to short notice of date.

1. S.C.C. Passenger transport Progress views sought - Mr M Baddeley & Mr M Newport to reply.

2004/36 PLANNING APPLICATIONS:
37.2004.008 Estate Yard at Shoreditch - Industrial Units - speculation. Comments only - no observations received.
37.2004.009 Self Catering Holiday Accommodation - Mount Pleasant - meeting arranged for 24th September at 7pm.

E226 37 004 Stoke Hill Barn Annexe.
2004/37 DELEGATED PLANNING FUNCTION:
TDBC extended the scheme until January 2006 when the will review the agreement.
2004/38 PLANNING DECISIONS:
37 2004 005 Storage shed at Stoke Hill Barn - granted with conditions as requested i.e. for personal use only.
37 2004 006 Poultry house at Haydon House Farm, granted with conditions.
37 2004 004 Amendment of window size only.
2004/39 FOOTPATHS:
TDBC letter re maintenance of footpaths, SCC delegated job to TDBC but not paying enough. TDBC want
to give it back. PC opinion sought. Do not think good idea. Footpath officers all now well known and also
they have a wealth of information, should not be abandoned for lack of suitable discussion over cost.
2004/40 FINANCE:
Cash at Bank on 20th August 2004 = £1,442.62
o/s cheques not cashed - Clerk £249.00, Burial Grant £300.00, SALC sub £76.00
The 2002/2003 accounts have been internally audited by Mr D Ramsbottom who kindly did not charge a fee. Accounts forwarded to Moore Stephens in Bath for external audit.
Accounts to pay: Parsons Landscapes £59.43; Somerset Playing Field £10.00
Somerset PFA inspct. £82.00. SALC cheque redated.
Receipts: TDBC Play Area. Burial Grant £365.00, TDBC Slide repairs £300.00.
Info - re Clerk's salary from 1st April 2004 £7.58 per hour.
Victim Support, Air Ambulance begging letters. No donations made - discuss principle at next meeting.
Info - Community Access Fund - nothing suitable to ask for.
English Heritage - grants available for maintenance to War memorials.
Proposed by Mr R Pearse and seconded by Mr M Baddeley.
TDBC Councillor Mr J Williams explained again about the transfer of the Council Houses to a Housing Assoc. Not wanted by TD or tenants but government directive.
Probable that current staff will be transferred to new management.
2004/41 OTHER VILLAGE MATTERS:
The chairman thanked the Committee for all their hard work with the Village of the Year competition - not placed this year, competition getting stiffer.
Parish Plan - Mr Vic Freir reported that the Countryside Agency had approved the application, he had also obtained £250.00 each from TDBC, The Millennium Committee & The Parish Council. The Parish Council could be Banker. Volunteers were requested and representatives from 17 parish organisations are to be notified of a Stakeholders Meeting on 29th September.
There will also be a launch event for the village on 26th October.
SCC Councillor - Mr R Watson was questioned about the lack of information regarding the route of the A358 and the associated works. It
appeared that various select personnel had been shown information that should be public. The speculation was causing more problems than the truth.
Neighbourhood Watch - Mr E Hayden reported the presence of two suspicious maroon cars, he also mentioned the lack
of communication from the police.
The next meeting was arranged for Wednesday 10th November 2004 in the Chapel at 7.30pm.
There being no further business the chairman closed the meeting at 8.38pm.
