Stoke St Mary Parish Council Minutes.

9th November 2005

The meeting was held in the Village Hall at 7.00pm
PRESENT:
Mr M Baddeley, in the chair, Mr S Burgess, Mr M Newport, Mr D Parsons,
Mr R Pearse, Mr G Salter.
IN ATTENDANCE:
Mrs M Pearse, Parish Clerk and eleven parishioners.
2005/39 MINUTES OF THE LAST MEETING:
Were circulated, taken as read and signed by the chairman as correct.
Proposed by Mr M Newport and seconded by Mr S Burgess.
2005/40 MATTERS ARISING:
Play area - infill wood chips asap, quotes to be obtained by Mrs R Clark.
Apply for grant if possible but add costs into precept as vital.
Millennium Stone - not pay extra insurance for damage.
PQT - Public Question Time - the meeting was adjourned at 7.45pm for PQT.
Complaints were received about the lateness of the Postal delivery. Villagers recommended to complain to Royal Mail.
One parishioner suggested thanking SCC for the Bridle path repairs. This did not meet with a lot of support as the job is not finished and has not been carried out according to the specifications agreed with the local landowner.
The wheelie bins not appreciated by everybody.
The meeting was reconvened at 8.00pm.

2005/42 PLANNING APPLICATIONS:
37 2005 011 Dairy House Farm - Building to store & restore historic cars - slightly altered - reply as before - recommended.
37 2005 012 Shoreditch Barn - amended plan - reply as before - recommended.
37 2005 009 Red Roofs - raise ridge line - comment only - no objections.
2005/43 PLANNING DECISIONS:
37 2005 010 Boundary at Orchard Barns - removal of condition 05 to allow for change of use and erection of boundary fence / wall.
37 2005 012 Shoreditch Barn - amended plan for info only.
TDBC - training meeting 01.12.05 at Pitminster School - Mr M Baddeley ? Mr S Burgess ? Mr M Newport ?
Planning Consultant letter received.
2005/44 FINANCE:
Balance at Bank 28.10.05 = Ł605.92
Accounts to pay: Chapel Ł5.00; Parsons Ł102.52; Moore Stephens Ł117.50
Proposed by Mr M Baddeley. Seconded by Mr S Burgess.
Precept - budget figures not understood - redo for next meeting.
2005/45 HIGHWAYS:
SCC - map & details of road salting - NOT HERE
Road Closure at Staple Fitzpaine - suggest do repairs at same time by Winterwell.
Local Transport Plan - comments invited.
2005/46 PARISH PLAN:
The various points were looked at and it is suggested that a Parish Design Statement be drafted. An architect should be employed and when finalized present to TDBC for approval. Mr M Newport agreed to liaise with this.
Obtain written assurance that the Old People's bungalows were for villagers use before outsiders also a policy regarding new tenants in the Council Houses.
Place Parish Plan on the agenda each meeting to ensure that things happen.
There being no further business the Chairman closed the meeting at 8.50pm.
The next meeting was arranged for Wednesday 11th January 2006 in the Chapel at 7.30pm.
