The meeting was held in the Chapel at 7.30pm

PRESENT:
Mr S Burgess in the chair, Mrs R .Clark, Mr M. Newport, Mr D. Parsons
Mr R. Pearse and Mr G. Salter

IN ATTENDANCE:
Mr J.R.Williams TDBC Councillor, Mr Clark SCC Councillor, Mrs M Pearse and 9 members of the parish.

2006/01 APOLOGIES:
Were received from Mr M. Baddeley.

2006/02 MINUTES OF THE LAST MEETING:
Having been circulated were taken as read and signed as correct by the Chairman.

2006/03 MATTERS ARISING:
PLAY AREA. The woodchip safety surface - approx 10 cu m at £40.00 per cu m to be purchased. Apply for grant if possible.
Safety Inspection - choice of Somerset Playing Fields Assoc.
(produced a very comprehensive report compared with ROSPA) ROSPA, clerk instructed to ask SPFA Assoc.
Mr S. Burgess gave report of Transport Road Show. Several leaflets re moped hire, concessionary bus fares, Age Concern etc.

2006/04 TDBC PLANNING TRAINING:
Delegates unable to attend. Go to next one.

PUBLIC QUESTION TIME:
SCC The state of the road to Haydon - full if very bad potholes, phoe calls ignored - noted by SCC councillor. report was requested from Mr M. Baddeley regarding his meeting with SCC Highways.
The reflectors by Mr Williams wall need replacing, broken off again.
Parsons Landscapes have cleared the ditch through their property.
Mr E Hayden resigned post as Neighbourhood Watch co-ordinator through lack of co-operation from the Police. No-one volunteered. Clerk to put advert in Parish Magazine.
Landlord praised effort of Parish Plan but wanted to know when something was going to be seen to be done. A meeting was arranged for the P-Plan committee and the P Council for 25th January 2006, to report to a public meeting at a date to be be arranged.

7. McMillan Cancer care - Newsletter. Clerk thanked all who attended her Coffee Morning.
8. ROSPA inspection see 2006/03
9. Avon & Somerset Constabulary - CCTV available for hire if needed.
10. SCC Highways the result of their satisfaction questionnaire - Stoke St Mary, less satisfied than most (clerk told truth).
11. TDBC - summary of accounts.
12. Somerset Local Transport Plan - copies handed round.

2006/06 PLANNING APPLICATIONS:
None.

2006/07 PLANNING DECISIONS:
37 2003 015 Shoreditch Barn - amendment - for info only.
37 2005 09 Red Roofs - amendment - for info only.

Training meeting 31st January 2006 Mr S Burgess offered to attend if not working.

A letter from Mr Canniford re barns at Shoreditch asking for consideration to his amendment but no reference given.

2006/08 FINANCE:
Cash at bank £380.90 NO accounts to pay.

Precept details sent with minutes, agreed and signed as necessary.

WVS & CAB begging letters.

Proposed by Mr M Newport. Seconded by Mr D Parsons.

2006/09 PARISH PLAN / OTHER VILLAGE MATTERS:
Mrs S Kilbey agreed to start ball rolling with Village newsletter offers of help have been received. Funding been offered £400 from Millennium Committee for first year. Distribution agents needed - a couple of destitute teenagers with bikes might be rewarded for the job.

DATE of NEXT MEETING:
To avoid the continuing conflict with other Parish Coiuncil meetings a oroposal was made ro lter Standing Orders to change the regulr meetings to the third Wednesday of alternate months. The meeting was therefore arranged for Wednesday 15th March 2006 pending alteration of the Standing Orders.

There being no further business the chairman closed the meeting at 8.28pm.
